a third happened here. we joined british and u.s. marines as they prepared for one of their last joint patrols. for a final few days, they must brave their demons and reflect on the sacrifices that have been made. commanders were keen to show us what they achieved, all the project have -- how the province has prospered and how much safer and has become, but this is what we saw. give you a headache. is the controversial device now being used to target young people here in washington, d.c.? i'm wolf blitzer. you're in "the situation room." >>> we want to get to the breaking news we're following. a magnitude 7 earthquake has rumbled the new zealand city of christ church. the quake caused minor damage so far but there are some reports of injuries. i want to bring in dr. sebastian koga the neuro surgeon joining from us christ church hospital, quite close to the epicenter of the quake, i think about 20 miles or so. what do you see, doctor? give shaking and it seemed to go on and on. i stood in a doorway and it was probably ten minutes before i was able to get out of the house. the streets were in panic. i flagged a taxi who volunteered to take me to the hospital to check out our patients. christ church hospital is in an old building which is in the process of being replaced. our near surgery floor had ceilings collapse and evacuated patients to another ward. the emergency department was gearing up to deal with all the casualties. fortunately, the ambulan

is amber lion. what can you tell us today? certainly millions of craigslist users are noticing. >> well, tom, something you noticed physically about craigslist is if you live in the u.s. and go to your local page and scroll down to where the adults services section used to be you are met with a big black bar that says "sencensored." i have been on the phone trying to get ahold of craigslist and e-mailed them to see if this is permanent. we haven't heard back yet. one thing's for sure. this section has caused controversy in the past. people saying craigslist isn't doing enough to protect women and children that victims advocates say were being sold like sex slaves under this portion. in may, 2009, craigslist said they are going to start screening ads manually to protect women and children. for our investigation we put craigslist to the test, keeping them honest to see if they are doing what they say they are doing. we created this ad. in this ad it violates all of craigslist's rules. we wrote sweet, innocent, new girl indicating the girl could be a minor. we clearly put a price on here.

is a sports consultant for the newspaper did. thank you for being with us. how ingrained is the gambling industry in the game of cricket? >> i think it is hugely ingrained, but the differences like in england, india, or the sub-continent, betting is illegal. a large amount of the money invested goes unnoticed, no one knows who is betting, how much, or on what. >> are you then implying that expecting in cricket were legalized, it would remove some of this criminality that we have seen, for example, it in pakistan's tour of england? >> it would definitely help. for instance, this alleged bookmaker, the middle man who took a lot of money from a newspaper -- if he had bet legally, the money have gotten recorded in some shops in england. but if done in the sub- continent, no one knows how much money. in legalized betting would mean at least if you suspect some match, you can go back and track names, find out if someone has put in in unusual bet against the odd. if you find a large number having bet against the odds and having a huge winning exchanging hands because of that -- at least a good

meteorologist jeff morrow joins us from washington, d.c. jeff, you're getting pounded and you don't have an umbrella and it's not a good day out there. >> yeah, it's not a good day to be a meteorologist, at least one that's standing out in the rain anyway, tamron. it's been raining on and off and at times it becomes lighter and we just had a heavy downpour move through here and we weren't sure we could do the shot with you and cleared up just enough. it was pouring here about a minute or two ago. still coming down hard and there have been some localized flooding areas for instance, i don't know if anybody out there is familiar with the d.c. area but virginia avenue has been closed between 21 and 25th street because of some flooding and some other streets around here, as well. again, i'm on connecticut avenue, if you go that way, it's headed towards the city itself and there are some underpasses here like behind me where connecticut avenue drops down behind dupont circle and it's in the underpasses where oftentimes you get a lot of the water ponding and sometimes those have to be closed.

intercepted by u.s. intelligence. the plan reportedly modelled after the 2008 mumbai attacks, remember those in india and set to focus on western tourists staying in france, england and germany. julie kirtz is live in washington for us with the developing details. >> that's right. western intelligence agencies had credible intelligence that mumbai style attack was planned to target western tourists, as you said, likely americans staying in western hotels in france, england and germany. the attackers were allegedly of pakistani or algerian origin and trained in pakistan's tribal areas. u.s. intelligence decided to leak the information according to one source as a disruption tactic. the threat was credible and the concern was that it would evolve. at this point, there have been no arrests, gretchen, according to our information, officials are still working to investigate this plot. a big concern is that the plotters were modeling their european assault on the 2008 attack in mumbai, india, when armed gunmen, as you remember, killed more than 200 people in coordinated attacks there. several sour

are investigating whether any attacks were planned here for the u.s. france has been on heightened alert for several weeks and just yesterday a threat forced the eiffel tower to be evacuated. nbc jenny is live in london with the very latest. jenny, i understand london security level is at severe. what else can you tell us? >> well, yes, the security levels have been at severe since january, actually. we are on a heightened state of alert here. the reason that the threat level is still at severe meaning that a terror attack is highly likely means that this plot has been uncovered. nbc news has learned from talking to pakistani intelligence officials that some british born pakistanis were arrested in pakistan earlier this month. now, when they were interrogated by the u.s., the british and pakistani intelligence officials, they revealed that they had planned to go on a shooting spree, possibly starting in the uk and it's slightly unclear and they certainly go on to attack france, germany and denmark, as well. in response to this, the u.s. has actually stepped up their number of drone attacks in northe

, this is -- this is a near miss. if this had been right on point, it would have been a mess for us. right now, we've got wind gusts of over 70 miles per hour and it's a sand-driven, wind-driven rain that is just really brutal. we have had reports of flooding. we still have power throughout good portions of the outer banks right now. a lot of people are really, really excited about the fact that this could have been much worse. it's downgraded in its size and power. right now, we do have hurricane warnings in effect still for the northern half of the coastline of north carolina. we also have tropical storm watches and warnings all the way up to new england. hurricane warnings for parts of new england as well. the big problem is going to be the storm surge. not so much the rain. it's going to be the storm surge, anywhere from two to four feet of storm surge, some areas picking up five feet of storm surge, but make no mistake, rainfall is still going to be an issue. we're talking about rain that could be anywhere from two to four to six inches, some areas picking up seven to ten inches of rain, especially as yo
